Tri-Cities HOME-ARP Affordable Rental Housing Program Overview

In 2021, Congress passed the American Rescue Plan Act, which provided $5 billion nationally to address the ongoing impacts of the COVID-19 pandemic. Administered by the U.S. Department of Housing and Urban Development (HUD), this one-time funding—known as HOME-ARP—supports communities in addressing housing instability and homelessness.

The Tri-Cities HOME Consortium (Kennewick, Richland, and Pasco) received a total allocation of $2,394,949.  Of this, $762,707 has been designated for the Affordable Rental Housing Program.

Program Purpose

The HOME-ARP Affordable Rental Housing Program aims to provide affordable, permanent housing to individuals and families experiencing housing crises, with goals to:

  • Rapidly rehouse vulnerable individuals,

  • Reduce the duration of homelessness,

  • Support long-term housing stability.

Eligible Populations

Funds must primarily benefit individuals or families in one of HUD’s four qualifying categories:

  1. Experiencing homelessness

  2. At risk of homelessness

  3. Fleeing or attempting to flee domestic violence, sexual assault, stalking, or human trafficking

  4. Other vulnerable populations at risk of housing instability or homelessness

Access Requirements

  • All qualifying populations must be allowed to apply for housing assistance.

  • No Barriers:

    • Participation in specific services cannot be required.

    • No additional stipulations may be imposed to access housing.
