The Uptown Business Improvement District (UBID) was established by City of Richland Ordinance 29-03, on July 1st, 2003.

Programs Initiated or Supported by the Uptown BID
In general, the Uptown BID outlined in its original ordinance the opportunity to utilize funding for the beautification of common areas, security, marketing, and administration. The resultant programs that have taken place in the Uptown at the direction of the BID include:
- Annual Chalk Art Festival (May)
- Trick - or - Treat the Uptown (October)
- Small Business Saturday Shopping Promotion (November)
- Installation and upkeep of holiday lighting
- Installation and upkeep of murals throughout the Uptown
- Installation of bicycle racks
- Installation and maintenance of pedestrian area trash bins
- Installation of benches
- Maintenance and improvements to signage advertising the Uptown Shopping Center
- Maintenance of a website for the Uptown, advertising businesses and events at the Uptown
- Maps of businesses and common area features
- Social media advertising for the Uptown Shopping Center
- And so much more!
The Uptown Business Improvement District also cooperates with local non-governmental and governmental entities to perform and promote:
- Cool Desert Nights
- Grant programs for facade improvements
- Maintenance of the sidewalks and parking areas
- Installation of electrical receptacles for common area lighting
- Maintenance of parking area lighting
- Hosting City recycling receptacles
